Not uncommon in new cars, especially humid environments. Might have been closed up after some humid weather. Its the same thing like on driveshaft flange rust on new trucks. I wouldnt bother about it, take a shop rag, and put some silicone lubricant, WD-40 also works, and coat the rusted areas by gently rubbing on it with the coated rag. This will prevent more rust.
We've talked about the compustar. Its a great system, but is defeatable. However, to defeat it, you need to be inside, and to be inside, sets off the alarm and notifies the owner. Thats the job of the alarm, not to prevent theft in progress (actually in car already), but to deter theft from starting. You'll want IGLA/Ravelco to actually prevent the theft.
