No it precludes 14 states that abide by CARB (California emissions standards) which is west coast, Colorado, and everything northeast of Maryland.Excuse the dumb question on my part, does the FED only preclude CA? Also, How are different trucks of supposedly the same model, not compliant in some states? Again, excuse my ignorance!

those states have more strict emissions regulations that require different "equipment" which in this case is negligible, but enough to so warrant a different sticker.
