And now that I think about it, there's no 2023 TRX with an MSRP of $125k. The only ones with that high of an MSRP are the 2024 Final Editions. So apparently there's a lot of BS going on with this sale.,
EDIT: The VIN is a 2024. Apparently that dealer doesn't know anything.

I specifically remember my first TRX order I placed was for a customer who had an order at MSRP with that same dealer, then found this forum :)

Excuse the dumb question on my part, does the FED only preclude CA? Also, How are different trucks of supposedly the same model, not compliant in some states? Again, excuse my ignorance!
