All colors were available for 23 when I ordered mine in October.

I used the 22 configuration when I ordered my 23 in October of 22, and got Hydro Blue. I don’t know why it’s only black, white, or red for the 23 builds online

That was a known issue with the website. Any dealer could have corrected you on it. There was a period of time the 22s were only available to order in those 3 colors.
