I think they want to get paid within that time period, so vehicles don't just park at their lot and taking up space. After payment they might give you extra time to arrange pick up or shipping.

I believe in order for the to get the incentive back from RAM it has to be transferred in a set time. If not they don’t get reimbursed on the price protection tbh
