Dealer is the seller of the item. They are responsible. If it was on his paperwork, he is owed it from the dealer. Even if he didn't see it right away. If dealer doesn't honor it, all he needs to do is go to the state commission/ licensing body for auto dealers, file a formal complaint against that dealer permit, present paperwork, and he will get his money. Also, bbb.org is actually useful in situations like this if it calls for it., especially as a first step, as they move faster, and BBB complaints are in the public sphere. Dealers don't like that, as it can affect other things like insurance, if your case has to deal with fraud or deceptive predatory practices.
Lastly, every dealer has a surety bond, you can also file directly against that, and you will be paid. But obviously start by just asking for what you want to happen, and be reasonable. I am willing to bet they will. But don't expect to get $10k of stuff for a $800 graphic. That's not fair and not going to happen.
If they don't comply with your written request for resolution, then you can start working your way up. Document the time you spend trying to get it resolved (you can get paid back for it) Avoid talking on the phone, email is best (be sure to email every email you can find for the dealership).
Once you know all of this, it changes the stress level dealing with shitty dealers. I have had to go after dealers twice, and each time, I was always given more than what I initially was asking them to do to resolve the matter. I find the vast majority of dealers will fix issues, if you are direct and clear on what you want.
