If I recall correctly, this all started back in 2020 when ram made only black dealer stock trucks for ever, instead of the customer sold orders which were usually different colors. Also, it seems like there was a delay with the blue paint and the hydros were way later than any other color.

It was worth the wait. Every time I drive by a bland colored trx I am so thankful that I don't have to add a bunch of stickers and emblems to try and make mine stand out a little.
