So lets say you never plan to go offroading with your TRX. Can a smaller wheel and tire be put on to make the truck faster for street use without messing up the suspension and other parts of the truck? And I guess one would have to make sure it doesnt look weird with the gap in the fenders.

If you want to have strictly street use, you do not want a smaller wheel, as it will not really make the truck go faster. You want equal or larger total wheel diameter. I would suggest going to 20" rims with one size taller, 2 sizes wider street only wheels to maximize performance
