Vehicles have to be 8 years or older to permanently import and register. So no. Newest year able to be imported now is 2016.

Well you can’t blame them, if I was in a no opportunity part of the world and had no way out besides hopping a border to the mighty USA or to become part of the drug lords, there’s no other truck I would want to be in

To import a used vehicle. But you can buy a new or used vehicle from a Mexican RAM dealer, just like here.

This is true, but it's about $160k American or 2.2 million pesos.

This why they are stolen. It is even worse in Africa, $200K due to to import duties.
